Most drivers renew breakdown cover for years without using it - that is how cover is priced. Pay-per-use flips the bet: keep the annual fee in your pocket, and if the bad day comes, a jump start is £49 and a local tow £69, fixed and shown before dispatch. Break down less than roughly once a year and the maths favours paying per use; break down more, buy cover.
